Specific Objectives of the Department
1.1 To promote inclusive development planning that contributes to a sustainable environment
1.2 To provide transparent and standardized land administration services in the district
2.2 To collect, analyze and communicate information about the socio-economic status of the district
2.3 To coordinate management of community projects financed through the Council.
2.4 To coordinate all HIV/AIDs activities in the district
Unit under
Provide technical advice to the council
Facilitation and supervision of government/donor funded projects e.g construction of roads, bridges
Construction of urban and rural roads
Maintenance of roads
Construction of building infrastructure
To provide maintenance works on light motor vehicles and plant machinery
installation and maintenance of power electrical services
To provide firefighting &fire prevention services,
To provide rescue operations and humanitarian services
Maintenance of parks and gardens

Functions of the Department
The administration department is divided into four sections upon which its functions have been classified.
Committee Section
Production of minutes for both committee and council meetings; Facilitation of both council and committee meetings; Production of minute extracts; Production of action sheets
General Administration Section
Facilitation of mayoral elections; Secretarial services; Fleet management; Provision of security; Certification of documents; General maintenance of the council premises; Registry Services; Enforcement of bye laws (Council Police); Inventory of Council properties.
Human Resource Section
Catering for staff welfare; Recruitment (Division IV employees); Solemnization of marriages; Staff training / development; Interpretation of conditions of service; Staff appraisals
Procurement Section
Procurement of goods and services; Preparation of procurement plans; Contract management; Preparation of bid documents and committee papers; Interpretation of the public procurement act; Provision of professional advice on procurement matters; Procurement negotiations on the terms of purchases; Supplier appraisal; Expediting purchase orders
Public relation officer (PRO)
The public relations officer (PRO) is the chief person responsible for all communications, public relations, News and public affairs in an organization. He/ She runs a team that will work on setting the right image for the company's brand among its audience.
