Engineering

At Chikankata Town Council, responsibility for the district’s physical development rests with the Department of Engineering. The department plans, constructs, maintains, and regulates public infrastructure to support effective service delivery, public safety, and economic growth. Its mandate also includes the management of public parks and gardens, the provision of fire and rescue services, and ensuring that rural communities have access to clean water and health facilities. Our overarching goal is to develop and maintain infrastructure that delivers reliable, sustainable services to the people of Chikankata.

Responsibilities

Constructing and maintaining public buildings, drainage networks, and local roads;
Operating and managing the Council’s mechanical workshop for servicing and repairing vehicles and equipment;
Inspecting vehicles and vessels to support licensing requirements and promote road safety;
Offering architectural design services for public buildings in line with national regulations and standards;
Supporting rural water supply and sanitation services to enhance public health and hygiene;
Delivering fire prevention, firefighting, and rescue services to safeguard lives and property.

Key Sub-Units and Functions

As stated below, the Director of Engineering leads the Department and is assisted by technical officers and specialists from a number of important units.

Maintenance and Electrical Engineering Unit

The unit is in charge of maintaining the public electrical infrastructure and Council buildings.

Maintaining traffic lights and streetlights;
Performing repairs on public buildings and utilities;
Overseeing maintenance and electrical work contracts;
Keeping an eye on electrical system safety regulations are some of its specific duties.

Quantity Surveying Unit

The Quantity Surveying Unit handles cost planning and control for engineering projects. Its functions include:

Bills of quantities, cost estimates, and tender documents are prepared;
contract administration and valuation advice is given;
project costs are tracked against predetermined budgets.

Archetecure Unit

For public infrastructure projects, this unit provides architectural and design services. Led by the District Architect, it prepares architectural drawings and technical specifications for buildings, supervises construction works to ensure adherence to approved designs, and offers guidance on both functional and aesthetic planning of Council facilities.

Roads and Drainages Unit

This unit is responsible for the construction and maintenance of the district’s local road and drainage networks. Its key functions include:

Planning and supervising the development of roads and drainage systems;
Coordinating routine maintenance and rehabilitation of roads;
Supporting the implementation of infrastructure projects funded through the CDF;
Planning the procurement process and managing projects related to road construction.

Mechanical Services Unit

The Mechanical Services Unit is responsible for managing the Council’s fleet, equipment, and specialized mechanical assets. These are some of its duties:
- Maintaining and repairing Council vehicles and heavy machinery;
- Keeping accurate equipment and maintenance logs.

Fire and Rescue Services Unit

The Fire and Rescue Services Unit is responsible for providing fire and rescue services to protect lives and property. Its key functions include:

Delivering firefighting and rescue services;
Organizing training sessions to build capacity in fire and rescue operations;
Conducting research and studies on fire and rescue services;
Inspecting properties and providing fire safety advice;
Collaborating with relevant stakeholders to design fire-safe infrastructure;
Facilitating the maintenance and repair of firefighting equipment and vehicles.

The unit is led by the Divisional Fire Officer.

Ruaral Water and Sanitation Unit

The Rural Water and Sanitation Unit is responsible for coordinating water supply to rural communities and overseeing sanitation services to protect public health and the environment. Its key functions include:

Planning and organizing water supply and on-site sanitation facilities to ensure compliance with regulations and national standards;
Coordinating the delivery of safe and clean water services in rural areas;
Overseeing the activities of private sanitation providers and managing on-site sanitation services in rural and peri-urban areas to safeguard health and the environment;
Facilitating the maintenance of infrastructure and equipment to ensure uninterrupted water supply and sanitation services in rural and peri-urban areas.

The unit is supervised by the Water and Sanitation Engineer.
