About The Council

The District has a formal established Local Authority or Council of civic leaders. These are composed of fourteen (14) democratically elected ward councilors and two (2) existing Chiefs and one (1) Council Chairperson, who heads this wing. These are mandated to make decisions on developmental issues of the district.  The Council operates in three standing committees namely: 1. Audit, 2. Finance, Human Resource and General Purposes, and 3. Plans, Works, Development, Health and Social Services. These Committees deliberate on specific matters under their areas of jurisdiction, make decisions that are further submitted to the Ordinary Council meeting for final approval.

Individual wards have grassroot structures – the Ward Development Committees (WDC), consisting of Zonal elected members from the zones in the ward and sector appointed representatives. The Ward Councillor is a full member of the WDC.

WDC structures have a mandate to work with the Local Authority to coordinate developmental matters in their respective wards across or sectors and political binary. They hold periodic zonal and ward meetings to identify development challenges and prioritize projects for implementation in their respective wards which they recommend to the Council for consideration.

The civic wing of the council is assisted by an administrative wing or Management responsible for implementing the Council decisions. This wing is headed by the Council Secretary as the principal officer, who superintends over four (04) departments: Administration, Works, Planning, and Finance. Implementation of Council decisions is guided by a Council Budget, a Service Charter, Procurement Plan and an Integrated Development Plan (IDP).
